This is a completely new 55+ year old New Old Stock part. These are impossible to find now, intended as a part to replace the entire front of a car if it was in a severe front end accident. The VIN boss is unstamped and could be made into any car. 

This would be the foundation of a completely remade car if you have a VIN number from a lost car such as a 911R 911T/R 67-68 911S. With adjustable strut towers this is correct for later 65 build such as late October 65 all the way up to the end of 1968.

My guess is this is one of the last runs of these replacemen parts made, it has a 1969 911S passenger fender mount (very easy to shrink back into the original panel) on it so it was most likely made around that time with the superseded panel. It is correct for all short wheel base cars with adjustable front struts - this one also has the 1968 steering reinforcement which can easily be removed to make it a 65-67 part.  

Original primer with all original welds exactly how they made the original cars.

This could also make an interesting large size garage art or museum piece. A stand could be made and parts could be added to create a partial car model.
